PPWR FAQ

Plain answers to the first questions.

01 · Does the PPWR apply to our company?

The PPWR applies to packaging placed on the EU market, whether empty or filled and regardless of material or origin. Your responsibilities depend on your role, where the packaging is sold, and how it moves through the supply chain. That is why we begin with your specific situation rather than a generic checklist.

02 · How do we know whether we are the manufacturer, importer, distributor, or producer?

The answer depends on what your company does with the packaging and packaged product, where the company is established, whose name or trademark appears on the packaging, and which market receives it. One company can also have different roles for different products or markets. We map the actual supply chain before assigning a role.

03 · What is the EU declaration of conformity?

It is the manufacturer’s formal statement that the packaging meets the applicable PPWR requirements. It must be supported by technical documentation. A declaration is therefore not just a form to sign—the evidence behind it is the important part.

04 · Can PSL help us prepare the declaration of conformity?

Yes. We can prepare the declaration document and assemble the technical file behind it, including the packaging types in scope, required evidence, supplier information, and internal review process. The manufacturer remains responsible for demonstrating compliance, approving the document, and signing the declaration.

05 · Do we need to assess our whole packaging portfolio immediately?

Not necessarily. First establish your role, immediate obligations, and documentation gaps. A wider portfolio assessment becomes useful when you need to prioritise many packaging formats, prepare for future recyclability requirements, or coordinate changes across markets and suppliers.
